Courtney Luke Morgan, M.Eng.,

Chief Executive Officer

Currently Mr. Morgan is the Co-Owner and Principle Engineer of Morgan Engineering Group LLC. Mr. Morgan is currently supporting the United States Marine Corps under contract in Honolulu Hawaii. Also, has worked under contract on projects in supporting DoD with the United States Army Corps of Engineers at the Pentagon and a number of other arsenals and military installation in the Northeast United States.

Building Official, Mr. Courtney L. Morgan development the new Building Department section which provides program planning, design review, building code compliance and overall interpretation of code for the Architect of the Capitol (AOC). Responsibilities encompass program development; oversight of OSHA, ADA/ABA, UFC; architecture and engineering design standards; lifecycle code, in-house construction code oversite, the energy and sustainability code; project and construction workmanship compliance; and the administration of design and construction services code contracts for the AOC including the U.S. Capitol, House office buildings, Senate office buildings, Library of Congress and other jurisdictional facilities. Prior to joining the Architect of the Capitol, Mr. Morgan worked at the Garrison at Fort Belvoir Army base, Directorate of Public Works (DPW) located in Fort Belvoir, VA, where he served as the Chief of Engineering and before that as the Section Lead Mechanical Engineer. He was the senior-level subject program manager providing technical direction, leadership and management with full authority to plan, direct, control and account for resources associated with executing the Engineering Division FY22 construction program $62 million. This program included facilities across 3 Army installations in Norther Virginia worth more than $58 million planned for FY23.

During his tenure with DPW, Mr. Morgan was instrumental in developing strategic initiatives for A career highlight while serving with DPW at Fort Belvoir where he develop and award capital improvement dollars for FY21 $165 million MILCON, Sustainability and Modernization funds. The award process includes program and reimbursable funds going to USACE-Baltimore, USACE-Huntsville, Fort Belvoir Contracting Office renovation where he was the Chief of Engineering. As a result of her efforts MCCS adapted these initiatives as governance for their entire facility portfolio. Her other duties included serving as the Marine Corps representative on the annual military construction review board and the Office of the Secretary of Defense for annual congressional construction reporting.

Mr. Morgan earned his first bachelor’s degree in Civil Engineering from University of the West Indies and second bachelor’s degree in Public Administration from Florida International University; he also has a graduate degree in Manufacturing Systems Engineering from Florida Atlantic University along with a second graduate degree in Industrial Engineering form Morgan State University. He has over 30 years of experience within construction and engineering field. Her work history includes the Marine Corps in Iwakuni Japan and the Naval Facilities Engineering Command Key-West Florida; US Postal Service conducting Kaizen and Lean Six Sigma Continuous Process Improvement Black-belt certified in his tour of duty with the US Postal Service.

Mr. Morgan as held positions in local jurisdictions like City of Rockville (Chief of Inspection Services); Montgomery County Public School Maryland (Lead Mechanical Engineer); Martin County Public School District (Building Official) Palm Beach County School District, Broward County School District (Senior Project Manager II) Mr. Morgan is a licensed Building Code Administrator with the State of Florida form 1994. Mr. Morgan is as a PEng. Licensed in Jamaica W.I. Morgan currently resides in Rockville, MD, with his wife and two daughters.

Rick Berbman

Mr. Berdman has an extensive background in supply chain operations, procurement, contracting and program management. Prior to joining Morgan Engineering Group, Mr. Berdman managed all aspects of a $200M+ annual budget in support of the Navy’s Trident II (D5) Fleet Ballistic Missile Program at Charles Stark Draper Laboratory. Previously, Mr. Berdman taught Military Science and Leadership Development at the Florida Atlantic University and University of Cincinnati. Additionally, he served in many staff and command positions as an Logistics Officer in the United States Army. Mr. Berdman is a Program Management Professional who earned a Bachelor of Science degree from the United States Military Academy and a Masters of Business Administration degree from Boston College’s Carroll School of Business.

Ms. Sara Yi

Chief Financial Officer

With a demonstrated history of success in the renewables and environmental industries, Ms. Yi is a well-experienced finance professional helping shape Morgan Engineering Group’s market position now and in the future. Ms. Yi returned to  Morgan Engineering Group as CFO in 2021, having previously served in the role from 2018-2021. For the previous five years, she served as the CFO for renewables company Pro-Energy, a solar power and energy efficiency company focused on serving low-income families and communities. Ms. Yi’s prior positions included CFO for Jamaican Energy Start-Up Resources, a leader in managing the fastest growing, most complex alternative energy developer and investor, and corporate controller for Pro-Energy, a Siemens business, a leading energy consulting and management company. She earned her MBA at the University of Virginia’s Darden Graduate School of Business Administration. Ms. Yi’s undergraduate degree is from the University of Maryland.

Marie Blanco

Ms. Blanco is responsible for promoting Morgan Engineering Group’s continued success in acquiring and developing solar energy assets in markets throughout the U.S. and serves as the company’s General Counsel. She joined Morgan Engineering Group from The Devon Group Energy Engineering team, an independent power producer of distributed solar energy systems throughout Canada, where she served as General Counsel and a key member of its executive core. Ms. Blanco brings more than 8 years of solar finance, legal and business development experience to Morgan Engineering Group and has demonstrated success applying his broad expertise to growing dynamic organizations. Her earned a Bachelor of Arts from Fisk University, a master’s degree in City and Urban Planning from Florida International University and his Juris Doctor from University of Miami’s Law School.

Megan Bond

Vice President of Business Development

Ms. Bond joined Morgan Engineering Group in 2019 as Senior Manager of Structured Finance, and served as Director of Development Operations from 2020-2023. She has a combined 14 years of finance industry experience. Prior to joining Morgan Engineering Group, she spent five years with Wiser Capital LLC in Director of Strategic Operations and Project Manager roles. Before that, she held finance roles at Intelisys Brokerage Firm and Morgan Stanley Financial. She also spent six months with the UNEP Chemicals Branch – Division of Technology, Industry, and Economics in Switzerland. Ms. BOND holds a BS in Managerial Economics, Environmental Science and Policy from University of California – Davis, and a Master’s of Science from the University of California Santa Barbara’s Bren School of Environmental Science and Management, Economics and Politics.

Mrs. DeLoach began her career with Morgan Engineering Group in 2024 and has rapidly risen through the engineering ranks to now lead one of the company’s most innovative new departments. Currently GM of Integrated Project Teams, she leads the teams that oversee the success of each and every Morgan Engineering Group  project with a focus on best practices, engineering, vendor qualification and new technology integration. Widely recognized for her technical expertise and passion for precision and detail, she is a coveted speaker at solar conferences, and her commentary and expert viewpoint has appeared in all the industry’s leading trade publications. She has also guest lectured at leading colleges and universities and is a regular speaker at local schools. Ms. DeLoach has a BS in Mechanical Engineering from Virginia Tech. she is both a NABCEP Certified Solar PV Installation Professional and an Association of Energy Engineers Certified Renewable Energy Professional

Jo’Lee Lewis

Vice President of Human Resources

Ms. Lewis is Vice President of Human Resources. She joined Morgan Engineering Group in 2026 as Executive Assistant and served in Human Resources roles starting in 2018. As Human Resources Manager, she spearheaded the creation of the company’s Diversity & Inclusion Council in 2019 and led its Bronze Certification with the Energy Engineering  Industries Association’s (EEIA) Diversity, Equity, Inclusion and Justice Certification Program. Additionally, Ms. Lewis worked to earn the company as a designated Great Place to Work and created partnerships for company charitable events, internships and community givebacks. She holds a Bachelor of Science in Human Resource Management from the University of Maryland Global Campus and is a Society for Human Resource Management (SHRM) Certified Professional. Ms. Lewis is also a member of SEIA, SHRM and the Women of Renewable Industries and Sustainable Energy (WRISE)
